Mock - DeeplinkToMobile + RefreshStepContent

This mock provider models a deep link scenario, wherein the user must open a URI on their mobile phone by scanning a QR code or tapping a button. The QR code expires after 30 seconds, and must be constantly refreshed.

For convenience, the "deep link" for this provider resolves to a web page, allowing this provider to easily be tested on a computer or via automated test suites.
